I have the honour to transmit
to Your Lordship the enclosed copy in original and transla-
tion of a seditious document issued by disaffected
natives of India whose headquarters are No. 3,700,
California Street, San Francisco. It is a specimen of a
number of similar documents received in Hongkong recently
and was banded to the Captain Superintendent of Police by
Jemadar Lal Singh to whom a bundle of them for distribution
had been addressed.

As the Captain Superintendent of
Police believes that similar documents have been sent to
all the Native Regiments in India, I have caused copies
to be forwarded to the Secretary to the Government of India
at Calcutta and to the General Staff Officer, South China
Command. The latter informs me that a number of documents
